  • Expression of Interest are invited for Recruitment of a Firm in Charge of Preparing a Strategic Plan on the Digital Transformation of SOPECO (E-Post). The Government of the Republic of Congo has received funding from the African Development Bank Group (AfDB) to cover the cost of the Central African Fiber Optic Backbone (CAB) project, Congo Component, and the intends to use a portion of the sums granted under this loan to finance the contract of a firm for the development of a strategic plan on the digital transformation of SOPECO (e-Post). The overall objective of the CAB project is to contribute to: ? regional integration through the implementation of terrestrial fiber optic interconnections between Central African countries; ? reducing the high cost of telecommunications / ICTs on the business climate in the sub-region; ? job creation thanks to the catalytic effect of ICT in all sectors of activity; and ? Expanding the production of goods and services for the advent of a digital industry in thesub-region. The services provided under this contract consist in developing a real strategic plan on the digital transformation of the Post and Savings Company of Congo (SOPECO) over a period of 5 years in order to allow the company to benefit from of digital as part of its ongoing restructuring and revitalization. In broad terms, the selected firm will have to carry out the following activities: ? Analyze the Congolese and sub-regional markets in order to then determine the sectors or fields of activity in which SOPECO could propose added value by digitizing its internal and external procedures (vis-à-vis its customers, suppliers, etc.); ? Conduct a comparative study on successful digitalization experiences of national stations based on comparable countries in Congo while focusing on innovative services / products such as trusted third party, digital financial services (in partnership with mobile operators), services (provided directly by the company or by delegation, for example) to private individuals(cyber-posts, multimedia centers, communal postal agencies, etc.), e-Commerce platforms ,autoentrepreneurs, hybrid mail, electronic document management, etc. ; ? Develop a precise market study on each of the identified activity areas (some of which are complementary within the same value chain) by evaluating the impacts in terms of revenue generated, job creation, financial inclusion, social, etc. ? Develop the strategic vision and master plan that must underpin the digitization of the company over a 5-year horizon; ? Develop, on the basis of the above, a comprehensive action plan through the complete feasibility studies (technical, economic, financial, social and marketing) of the priority projects identified over the aforementioned period; and ? Develop appropriate support actions in terms of governance, regulation, training, change management, etc. This mission will have a duration of four (4) months. The Ministry of Posts, Telecommunications and Digital Economy (MPTEN) invites the consultants to submit their applications to provide the services described above. Interested consultants must provide information on their ability and experience demonstrating that they are qualified for the services (documentation, reference of similar services, experience in comparable assignments, availability of qualified personnel, etc.). Consultants can partner to increase their chances of qualification.
