Provide Technical Assistance for the Development / Updating of Local Development Plans at the Level of the Departments of the Project Area and the Strengthening The services provided under this contract essentially consist of: Evaluate the state of implementation of local development actions, while identifying bottlenecks and challenges linked to implementation in relation to strategic axes; Define a concerted vision, development objectives and resilience strategies targeted at the equitable improvement of the living conditions of populations, particularly those of young people, women and indigenous people; Lead the participatory consultative process (the steering committee, technical coordination and operational units) for drafting or revising the Local Development Plan (PDL), with the involvement of the Departmental Council, civil society organizations and other local stakeholders ; Support the participatory definition of performance measurement indicators and monitoringevaluation of local development plans.
