Tenders are invited for Preparation of the PDAC completion report Complete evaluation of the implementation of the PDAC (2018 to 2023) and production of a final completion report which makes it possible to measure the performance of the project's interventions and impact the effectiveness of future projects. The Republic of Congo and the International Development Association (IDA), World Bank Group, signed, on September 20, 2017, a Financing Agreement, in the amount of 100 million US dollars, for the implementation of a Commercial Agriculture Development Support Project (PDAC). It entered into force on April 30, 2018 and will close on December 31, 2023. To carry out a comprehensive evaluation of the implementation of the PDAC (2018 to 2023) and produce a final completion report which makes it possible to measure the performance of the project's interventions and impact the effectiveness of future projects, the project is launching the this notice for the recruitment of a firm meeting the following criteria: · be a firm or a consultancy, with at least 5 years' experience in the evaluation of development projects and programs; · have carried out at least 1 similar mission, in particular, that relating to a final participatory evaluation of development projects or programs financed by development partners (World Bank, IFAD, AfDB, AFD, etc.). The team will include: a head of mission (Bac+5 at least) in agro-economics, socio-economics or rural development, specialist in project management with at least ten (10) years' experience in program formulation or evaluation or development projects, having carried out at least two (2) similar missions (preparation of completion reports) of projects financed by development partners; an expert in economic and financial analysis (Bac +5) in economics or finance, having carried out at least three (3) economic and financial analysis missions for projects financed by development partners;
