• Description:
• The Republic of Congo has been facing recurrent floods due to a consistent increase in rainfall. It is estimated that the Congo River's water level has risen by 30 cm since December 2023. Assessments by the Government and the Congolese Red Cross found that the floods in late 2023 and early 2024 affected more than 1.8 million people, or almost two-thirds of the total population. The impact of the floods has been particularly severe in the Northeastern Likouala Region which borders the Democratic Republic of Congo (DRC) and the Central African Republic (CAR). Likouala is among the most vulnerable regions in the Republic of Congo, affected by recurrent flooding, high food insecurity, environmental degradation, remoteness, and the presence of refugees and indigenous populations. Likouala has experienced a significant population increase due to the refugee crisis, straining resources and local capacity, and exacerbating existing vulnerabilities. Likouala is also home to mining, which provides economic opportunities but also poses risks to the environment and local communities. Furthermore, Likouala is very remote which compounds the challenges to build state capacity and improve service delivery. Floods in 2019-2021 severely affected livelihoods and exposed limitations in institutional capacity to anticipate and respond to climate shocks. The Social Protection and Youth Productive Inclusion Project, implemented under the supervision of the Ministère des Affaires Sociales, de la Solidarité et de l-Action Humanitaire (MASSAH) with financing from the World Bank, aims to strengthen access to social safety nets and productive inclusion opportunities for poor and vulnerable households, particularly youth and women, in order to enhance resilience to climate-related and socio-economic shocks.Among other things, the project finances conditional cash transfers (CCT) and accompanying measures for poor and vulnerable households in targeted areas, and the strengthening of the social ...
