  • Tenders are invited for Development of Guides, Training Materials and Courses for Standard Operating Procedures in Nouabalé-Ndoki National Park, Republic of Congo. The Wildlife Conservation Society (WCS) saves wildlife and wild places around the world through science, conservation action, education, and inspiring people to appreciate nature. WCS's goal is to conserve the world's greatest wild spaces in 14 priority regions, which are home to more than 50% of the world's biodiversity. For nearly 30 years, the largest national WCS program in the Republic of Congo has been protecting the wilderness that sustains local people, protects natural resources and buffers global climate change. WCS Congo is the government's main partner in conservation, helping the Ministry of Forest Economy (MEF) manage wildlife and their habitat in several national parks, reserves and buffer zones of protected areas in the country. The Nouabalé-Ndoki National Park (PNNN) covers more than 4,000 square kilometers of contiguous lowland rainforest in the north of the Republic of Congo. It is arguably the best example of an intact forest ecosystem remaining in the Congo Basin. The park has never been mined, contains no roads within its borders, and still protects populations of wildlife within its interior that have had little or no contact with humans. Created in 1993, the park and its buffer zone have benefited from more than 25 years of collaborative management between the Congolese government and WCS to emerge as one of the most crucial protected areas for wildlife conservation in Central Africa. In October 2014, WCS signed a cooperation agreement with the MEF, creating the Nouabalé-Ndoki Foundation (FNN), a public-private partnership that will provide long-term management and funding for the park. The Park Management Unit (PMU) oversees the daily operations of the park. Fleet management is divided into five service areas. These are the Anti-Poaching Team, overseen by the Park Director, which includes ranger patrols in remote areas of the park to prevent, deter and arrest poachers, as well as a Operations and Information that gathers intelligence and supports field patrols. PNNN is currently implementing a set of Procedures Manual (PM), including for law enforcement patrols, operations room, training procedures, law enforcement checklists, of activity and operation and risk assessment. Africa-wide, WCS has also developed the Law Enforcement SOPs & Safeguards for Protected Area Landscapes, a document that provides a standard set of guidelines for law enforcement in protected areas across the continent supported by WCS. This document is part of an overall WCS process to develop minimum standards and best practices for better management of protected areas. At the same time, the PNNN is developing a new five-year strategy for law enforcement teams. These new standard operating procedures and five-year law enforcement strategy will require training and deployment support for law enforcement teams. We are looking for a consultant, or consultants, for three months to assist the park law enforcement team in adapting the “WCS LE SOPs & Safeguards for Protected Area Landscapes” to the operational context of the PNNN. A gap analysis has already been carried out and the resulting implementation plan can then be used as a starting point for the consultancy. Other existing documents available (draft law enforcement strategy, PNNP standard operating procedures, etc.) will be shared for reference and further study. Emphasis should be placed on operationalizing these standard operating procedures, ensuring that they are well understood by park staff, rangers and everyone involved in law enforcement activities. This should also take into account WCS' constant attention to human rights and community engagement, ensuring respect for indigenous peoples and local communities. Submission of bids May 13, 2023 .
